If you own fee minerals inside such a unit, your royalty is still yours, but development pace can be governed by federal permitting timelines that have nothing to do with the geology under you. It depends on your tract, your decimal, whether the deep rights are held and undrilled, and the decline profile of the wells you are actually in. Averages are close to useless across a play this varied, where one tract has an old Glorieta well and the next has undrilled Bone Spring beneath it.
