White County is the Illinois Basin's volume county and the one place in the state where a mineral owner can still expect to see a rig. It produced 2,100,336 barrels in 2025, nearly a third of everything Illinois made, and the ISGS well database carries about 4,900 unplugged oil producer records and 900 active water injection wells here. Most of what we buy in White County is a small decimal in a consolidated waterflood unit leased to someone's grandparents, paid monthly for decades.

**What produces here.** The Illinois Petroleum Resources Board puts White County at 2,100,336 barrels for calendar 2025, down from 2,201,158 in 2024 but still first in the state by a wide margin over Marion. The oil comes from New Harmony Consolidated, discovered in 1939 and shared with Wabash and Edwards counties, and from Roland, Phillipstown, Herald, Storms, Maunie, Concord, Inman East, Trumbull and Mill Shoals, with pay in the Waltersburg, Tar Springs, Cypress, Aux Vases, Ste. Genevieve and McClosky and, in the newer wells, the Ullin and Fort Payne at 4,100 to 4,500 feet. The operators you will see on checks and in the county records include Citation Oil and Gas, which bought Noble's southeastern Illinois leases in 2010 and reports more than 118 recompletions and deepenings in the New Harmony area into the Salem, St. Louis and Warsaw, Campbell Energy of Carmi, the largest producer in the basin, Keepes Petroleum, Brookston Resources, Herman L. Loeb, Patrick Webb Oil, Shawnee Exploration Partners, Mountain View Oil and CountryMark Energy Resources. Drilling is steady: the IDNR weekly permit logs for 2025 list 64 oil well permits in White County, 20 of them Citation's and 8 Campbell's, and 2026 through late October shows at least 47 more, including Citation's Westfall 29-1 and Keepes Petroleum's Glaze Five 30-1 in October 2026, almost all of them Ullin and Fort Payne tests.

Whatever you own here, producing royalties, non-producing acreage, or an inherited fraction split among family, we will identify it from whatever paperwork you have, value it off the actual wells and activity, and show you the reasoning with the offer. Free, no obligation, and no pressure: if keeping it is the right answer, we will say so. Inherited it? Formations & Plays

## What produces here

### New Harmony Consolidated and the White County fields

New Harmony Consolidated, discovered in 1939 and shared with Wabash and Edwards counties, plus Roland, Phillipstown, Herald, Storms, Maunie, Concord and Mill Shoals: the fields that make White County nearly a third of the state's oil.

### Chesterian sands and the Ste. Genevieve

Waltersburg, Tar Springs, Cypress, Aux Vases and the McClosky, the shallow Mississippian pay that most White County royalties have been built on since the 1940s, much of it under waterflood.

### Ullin and Fort Payne

The deeper Valmeyeran carbonates at 4,100 to 4,500 feet, the target of most new White County permits in 2025 and 2026 and of Citation's recompletion and deepening program in the New Harmony area.

Questions

## Straight answers for White County owners

What are mineral rights worth in White County?
It depends on the wells and units actually touching your tract, their decline, and your decimal, and in White County that ranges from 80-year-old stripper royalties in a waterflood unit to acreage under a 2026 Ullin permit, so county averages mislead. Illinois publishes no well-level production, so your check stubs and division orders are the record. We value off them and the field's history and show the work, free.

Does Illinois take a severance tax out of my White County royalty?
No. Illinois has no severance or gross production tax on conventional oil and gas. The only production tax on the books, the 3 percent Hydraulic Fracturing Tax, reaches only wells permitted under the 2013 horizontal fracturing law, and White County's wells are vertical and conventional. What does come off your check are the lease deductions and Illinois income tax on the royalty income.

How quickly does an Illinois operator have to start paying me?
Under the Oil and Gas Rights Act, 765 ILCS 520/10, the first payment is due within 150 days after the end of the month of first purchase, then per the lease or within 60 days for oil and 90 days for gas. Late amounts earn interest at the New York Fed discount rate, and you must give the payor 30 days written notice before suing. Our letter generator writes that notice.

What does it cost me to sell?
Nothing. Berlin pays all title work, document preparation, and recording costs. The offer you accept is the amount you receive.
