Clinton County is a quiet county and this page will treat it as one. Carlyle had a field by 1912 and the Devonian at Centralia made headlines in the late 1930s, with the best wells coming in at as much as 12,000 barrels a day, but nobody has permitted a well of any kind here in 2024, 2025 or 2026. What is left is a few hundred old wells and a lot of families in Breese, Carlyle and Trenton holding a small royalty their grandparents signed for.

**What produces here.** The Illinois Petroleum Resources Board puts Clinton County at 75,682 barrels for calendar 2025, down from 77,941 in 2024, a little over one percent of the state. The oil comes from the west half of the Centralia field, shared with Marion County, and from Patoka, Carlyle, Carlyle North, Bartelso, Beaver Creek South, New Memphis, Fairman, Germantown East, Posey, Frogtown North and Shattuc, with more wells bottomed in the Devonian and Silurian than in any other formation and the Mississippian Benoist, Bethel and Cypress above; the ISGS database carries about 1,150 unplugged oil producer records here. Gulf, Shell and Sohio are on the historical records, and the smaller names in the county records include Elmer Oelze Jr., Adams Oil and Gas, Jet Oil, Surpass Oil and Gas and T. M. Conrey. There is no recent activity to report: the IDNR weekly permit logs for 2025 and 2026 through late October contain no Clinton County permits, and the ISGS well database shows none dated 2024 either.

Whatever you own here, producing royalties, non-producing acreage, or an inherited fraction split among family, we will identify it from whatever paperwork you have, value it off the actual wells and activity, and show you the reasoning with the offer. Free, no obligation, and no pressure: if keeping it is the right answer, we will say so. Inherited it? ## What produces here

### Centralia, Carlyle and the Clinton County fields

The west half of the Centralia field on the Marion County line, where the Devonian wells of the late 1930s came in at thousands of barrels a day, plus Patoka, Carlyle, Carlyle North, Bartelso, Beaver Creek South, New Memphis, Fairman, Germantown East, Posey, Frogtown North and Shattuc.

### Devonian, Silurian, Benoist and Cypress

Clinton County is deeper pay than most of the basin: more wells here bottom in the Devonian and Silurian than in anything else, with the Mississippian Benoist, Bethel and Cypress above and the Ordovician Galena in a few of the old tests.

Questions

## Straight answers for Clinton County owners

What are mineral rights worth in Clinton County?
It depends on the wells and units actually touching your tract, their decline, and your decimal, and in Clinton County that is almost always a legacy lease from the 1930s and 1940s with no new drilling anywhere near it, so the value is in the checks as they are, not in what might come. Illinois publishes no well-level production, so your statements are the record. We value off them and show the work, free, and if the honest answer is that it is not worth selling, we will say that.

Can the surface owner take my Clinton County minerals if our family has lost track of them?
Not automatically. Illinois has no self-executing dormant mineral act, but the Severed Mineral Interest Act, 765 ILCS 515, lets a surface owner or would-be lessee petition the circuit court against severed minerals whose owners are unknown or missing, with published and mailed notice. The court can appoint a trustee to lease the interest and can eventually vest it in the surface owner, seven years after the judgment, or one year where the severance was more than 20 years old at filing. An owner can intervene before final judgment. A recorded deed or affidavit with a current address in Clinton County is the defense.

Do I have to probate my parent's Clinton County minerals?
Usually, if they were in your parent's name. Illinois treats severed minerals as real estate, and the small estate affidavit under 755 ILCS 5/25-1 reaches personal property only and cannot be used at all if the decedent owned any Illinois real estate. An out-of-state parent generally needs an ancillary probate in Clinton County. On a committed purchase we coordinate and pay for the probate or ancillary proceeding ourselves.

What does it cost me to sell?
Nothing. Berlin pays all title work, document preparation, and recording costs. The offer you accept is the amount you receive.
